Governments suppressed independent and critical voices, with some even using the pandemic as a pretext to shrink further the civic space. New and unresolved conflicts erupted or persisted. Those forced to flee were subjected to a litany of abuses, including pushbacks by countries in the Global North. But hopes for a better post-pandemic world were kept alive by courageous individuals, social movements and civil society organizations.

By the end of 2020, some 940,421 Congolese refugees and asylum seekers were hosted across the African continent. Este artículo analiza un grupo particularmente vulnerable a la pandemia de la COVID-2019: las personas privadas de libertad (PPLs). Con base en el análisis del Censo Carcelario de 2019, presentamos la situación actual de las PPLs y las condiciones de los establecimient...os penitenciarios de Bolivia, con énfasis en los aspectos que impactan en la salud. Posteriormente, identificamos los principales factores estructurales detrás de la mayor vulnerabilidad epidemiológica y sanitaria de las PPLs, no solo a la COVID-2019, sino a epidemias en general. Diferentes instituciones involucradas en el combate de la pandemia desarrollaron recomendaciones para su prevención y tratamiento en contextos carcelarios. Considerando estas recomendaciones y los datos de la situación de las PPLs de Bolivia, desarrollamos propuestas de reformas políticas y legales para reducir la vulnerabilidad epidemiológica de esta población. Argumentamos que, mientras algunas son sencillas de implementar, muchas se enfrentan a obstáculos estructurales para su ejecución, demandando reformas profundas en la política carcelaria y el sistema penal.

The WHO Guidance on community mental health services: Promoting person-centred and rights-based approaches document is part of the WHO Guidance and technical packages on community mental health services set of publications. It provides a detailed description of person-centred and human rights-based ...approaches in mental health, and summary examples of good practice services around the world. It describes the linkages needed with housing, education, employment and social protection sectors, and presents examples of integrated regional and national networks of community-based mental health services. Specific recommendations and action steps are presented for developing community mental health services that respect human rights and focus on recovery. This comprehensive document is accompanied by a set of seven technical packages focused on specific categories of mental health services and guidance for setting up new services.
The WHO Guidance on community mental health services: Promoting person-centred and rights-based approaches is a set of publications that provides information and support to all stakeholders who wish to develop or transform their mental health system and services to align with international human rights standards including the UN Convention on the Rights of Persons with Disabilities.

These operating procedures were developed alongside the ‘National guidelines on sexual and gender-based violence’, which aims to strengthen Sri Lanka’s health systems response to survivors of violence. We are grateful to the British High Commission in Colombo for their support in developing these guidelines and procedures as they mark an important milestone in creating a safer Sri Lanka for all women and girls. After ten years of war, the vast majority of Syria’s children cannot imagine a future in their country, according to a new report by Save the Children. On average, 86% of Syrian refugee children surveyed in Jordan, Lebanon, Turkey and the Netherlands said they would not want to return to their cou...ntry of origin. Of children displaced inside Syria, one in three would rather be living in another country. Children who fled their homes are struggling to feel safe where they are now, as around two in five children of those surveyed by Save the Children said they face discrimination and a lack of education. Many feel they have no say over their future.

Progress was made on policies favouring inclusion and integration into national systems3 with 92% of 48 operations surveyed reporting refuge...es having access to national primary health care facilities under the same conditions as nationals and 96% reporting refugees having access to all relevant vaccines under the same conditions as nationals. While many refugee hosting countries have policies that allow refugees to access national health services, many face partial access, prohibitive out-of-pocket expenditures and other barriers including distance to facilities, language and provider acceptance. Furthermore, more work is needed on strengthening these systems to be able to meet the needs of both host communities and refugees.
